Help a NOOB....

Whats going on everyone? I'm a noob to bike world and been looking to get a old cafe style bike and come across one and would like to know your opinion...

The bike is a One Owner 1980 Honda CM400E and only have 3000 miles. The person selling it dosen't know if it runs or not cause he just got it as as trade.

The bike is in great shape dosen't show any rust just alot of dust from beeing in a garage for a long time. Also notice that it has an inspection sticker from 1984 and that probably mean the old owner didn't drive it since then.

Now the question is... what yous think that this bike is worth? What should i offer him? And is it a good choice? Trying to make it a Bobber down the line, just want to ride this coming summer and then Winter Project...

The other question is ... what yous think i will need to do to get this bike running? And what would it cost me to get it back in the rd.
